It's mostly driving but also some guns and fighting. The city does have a lot of landmarks in it; it's from that sweet spot in gaming where the 3D stuff was getting a little better, but it didn't need a supercomputer to run. The stories I've read from other players about scenarios the mission generator would build are the best. One time I went to go deal with some dudes that were chicken fighting. I show up, everyone runs, I chase one dude, lose him, and find out someone stole my cop car by the time I got back and now all I got are a couple of chickens!
